Blasting notifications
A current Queensland Explosives Security Clearance (QESC) is required for anyone who has access to security sensitive explosives. You can apply for a QESC in the RSHQ Portal (the Portal).
Occupational authority applications are now submitted via the Portal. From 30 June 2026 all remaining explosive licences, notifications and reporting activities will also move to the Portal.
You must notify us before you undertake a blast, other than at a mine, quarry or explosives factory.
This page explains how to meet your notification obligations under Queensland explosives legislation.
Who this applies to
- holders of a shotfirer licence
- holders of a licence to use explosives if proposed blasting is likely to pose a risk to public safety.
