A licence to sell explosives allows you to:
- buy and sell certain explosives
- store certain amounts of the explosives at a designated location.
If you're licensed to sell propellant powders, you may store up to 100kg of propellant powders at a designated location without needing a separate licence to store the propellant powders.
There are important restrictions on selling security-sensitive explosives to buyers, including ensuring that the Chief Inspector of Explosive validates the buyer's licence and identity.

It also advises what you should put in a security plan when you sell security-sensitive explosives and how to request validation of a new buyer.
