Public notice - Availability of the draft water plan (Pioneer Valley), draft water management protocol, and draft water entitlement notice
Draft water plan (Pioneer Valley)
Notice is required under section 46 of the Water Act 2000 (the Act) that the Minister for Local Government and Water and Minister for Fire, Disaster Recovery and Volunteers has released the draft Pioneer Valley water plan (PDF, 1.3MB) (draft water plan).
The draft water plan can be viewed online or at any Department of Local Government, Water and Volunteers (DLGWV) office.
The Act states that any entity may make a submission about the draft water plan. Submissions must be made to the chief executive, in an approved way (see submission process of this notice), before 5pm on 19 December 2025.
Draft Pioneer Valley water management protocol
The chief executive has published the draft Pioneer Valley water management protocol (PDF, 656KB) (draft water management protocol) for the purpose of implementing the draft water plan.
Under section 68(2)(c) of the Act, a water management protocol must be developed with adequate consultation with persons affected by the protocol. The chief executive therefore invites submissions from any person affected by the draft water management protocol.
The draft water management protocol can be viewed online or in person at any DLGWV office.
Submissions must be made to the chief executive, in an approved way (see Submission process of this notice), before 5 pm on 19 December 2025.
Draft water entitlement notice
Notice is given under section 72 of the Act that the chief executive has published the draft Pioneer Valley water entitlement notice (PDF, 1.1MB) (WEN) for the purpose of implementing the draft water plan.
Under section 72 of the Act, any affected person may make submissions about the draft WEN. A person is an affected person for the draft WEN if the person is any of the following:
- the holder or proposed holder of a water entitlement
- the holder of a resource operations licence
- the holder of a distribution operations licence
- the applicant for a water licence.
The draft water entitlement notice can be viewed online or at any DLGWV office.
Submissions must be made to the chief executive, in an approved way (see Submission process of this notice), before 5pm on 19 December 2025.

Confidentiality
Submissions should identify any information that is considered confidential. The Queensland Government will endeavour to maintain confidentiality of information that is identified in this way. Submissions are subject to the Right to Information Act 2019 and Information Privacy Act 2009, and information may be required to be released upon requests made under these Acts. Furthermore, other legal obligations, such as the processes of the courts or natural justice, may also override confidentiality.
