Step 5 - Submit your application
RSHQ Portal
From 20 June 2026, gas work licences – hydrocarbon refrigerants (GWL – HCR) join all other GWL and gas work authorities (GWA) in the RSHQ Portal—for simpler, faster and smarter licensing and compliance.
Most applications must be submitted via the RSHQ Portal (the Portal) with current exceptions being for gas work authorisation: major project and gas device approval authority applications.
Fees are payable when you submit your application in the Portal. Review the current schedule of fees for gas work licences and authorisations.
All licences and authorisations are issued for a period of 3 years.
When applying, make sure you:
- meet all the relevant requirements and any relevant time frames
- fill in the application carefully
- provide all required supporting documents.
If your application is incomplete or invalid, it will be rejected or refused and the application fee will not be refunded.
Access the RSHQ Portal
Resources Safety and Health Queensland's (RSHQ) online regulatory system for licencing and compliance activities is the the Portal. You must use the Portal to submit compliance certificate and defect notices associated with your gas work licence or authorisation.
You can access support materials to complete specific activities from the help & support menu on the Portal home page. You do not need to be logged in to access these materials.
To get started in the Portal, select the statement that best describes you below.

Log in to your Portal account.
If you don't know your password, view 'I have a licence but have not used the Portal' below.

- Go to the Portal to change your password.
- Enter the email address you receive Inspectorate messages from and click on Send verification code. If you cannot remember the correct email address, contact the Petroleum and Gas Inspectorate Licensing and Authorisation Unit.
- You'll receive an email with a 6-digit code from 'Queensland Government (ITP Managed) account email verification code'. If you don't see the email, check your Spam or Junk folders. Note that the code expires after several minutes.
- Enter the 6-digit code on the Portal user details page and click on Verify code.
- At this point you can Continue to use the same email, or Change email for future log ins.
- As this is your first time logging in, you'll receive another email with a code to verify your email account—follow the same process as above to finalise the log in.
- On the terms and conditions page you must select the I agree checkbox.
Once you've logged in, you need to complete a one-off identify verification:
- Click on Your name in the top right corner of the screen and select Identify verification to proceed. You require an identity strength of 'Standard' to access your Portal activities. You can select 'online verification' or 'manual/non-digital'—learn more about these options.

- Go to the Portal to create a new account.
- Enter the email address you want associated with your Portal account and click on Send verification code. You'll receive an email with a 6-digit code from 'Queensland Government (ITP Managed) account email verification code'. If you don't see the email, check your Spam or Junk folders. Note that the code expires after several minutes.
- Enter the 6-digit code on the Portal account creation page and click on Verify code.
- At this point you can Continue to use the same email, or Change email for future log ins.
- Create a password for your account, confirm it and then enter your name where indicated. Click on Create.
- As this is your first time logging in, you'll receive another email with a code to verify your email account—follow the same process as above to finalise the log in.
- On the terms and conditions page you must select the I agree checkbox.
- On the profile page, click on Your name in the top right corner of the screen and select Identify verification to proceed. You require an identity strength of 'Standard' to access your Portal activities. You can select 'online verification' or 'manual/non-digital'—learn more about these options.
