Gas certificates, plates and notices
RSHQ Portal
From 20 June 2026, gas work licences – hydrocarbon refrigerants (GWL – HCR) join all other GWL and gas work authorities (GWA) in the RSHQ Portal—for simpler, faster and smarter licensing and compliance.
When carrying out gas work, you'll need to use certain certificates, plates and notices.
The requirements for gas compliance plates changed in July 2025. Most installations no longer require physical plates, with caravans the exception. Read more about changes to gas compliance plate requirements (PDF, 453KB).
Access the RSHQ Portal
Resources Safety and Health Queensland's (RSHQ) online regulatory system for licencing and compliance activities is the RSHQ Portal (the Portal). You must use the Portal to submit compliance certificate and defect notices associated with your gas work licence or authorisation.
You can access support materials to complete specific activities from the help & support menu on the Portal home page. You do not need to be logged in to access these materials.
To get started in the Portal, select the statement that best describes you below.
-
Log in to your Portal account.
If you don't know your password, view 'I have a licence but have not used the Portal' below.
-
- Go to the Portal to change your password.
- Enter the email address you receive Inspectorate messages from and click on Send verification code. If you cannot remember the correct email address, contact the Petroleum and Gas Inspectorate Licensing and Authorisation Unit.
- You'll receive an email with a 6-digit code from 'Queensland Government (ITP Managed) account email verification code'. If you don't see the email, check your Spam or Junk folders. Note that the code expires after several minutes.
- Enter the 6-digit code on the Portal user details page and click on Verify code.
- At this point you can Continue to use the same email, or Change email for future log ins.
- As this is your first time logging in, you'll receive another email with a code to verify your email account—follow the same process as above to finalise the log in.
- On the terms and conditions page you must select the I agree checkbox.
Once you've logged in, you need to complete a one-off identify verification:

Completing installations
When you complete an installation, use the Portal to issue:
- the owner or operator of the system with an original copy of the gas system compliance certificate
- the operator of the system/network (if the system is supplied with fuel gas by a distribution system or fuel gas network), with the gas system compliance certificate.
Read more about requirements before starting work and information on contact details for operators.
Issue a certificate (including hydrocarbon refrigerant)
Defect notices
If you have any safety concerns about a gas system you are working on, you must give the owner or operator a defect notice.
If you believe there is an imminent risk of material harm to persons or property, you must also:
- take appropriate measures to avoid, eliminate or minimise the risk
- immediately report the risk and measures taken by phoning
- the operator of the distribution system or fuel gas network
- the Petroleum and Gas Inspectorate.
You do not need to give a defect notice if action is taken to immediately remedy the safety concern (e.g. you carry out gas work to immediately remedy the concern).
Gas inspection certificates
If you inspect, alter or install any part of a gas fuel system (in a vehicle, vessel or stationary engine), you must issue the owner or operator of the system with an original copy of the gas system inspection certificate.
Issue an inspection certificate
Gas device approval holders only
You can request online access to issue a gas device approval certificate (GDAC).
