Security and incident registers for licensed venues

Licensed venues in Queensland are required to maintain specific registers to ensure compliance with liquor licensing laws and to promote safety and accountability.

  • If you're a liquor licensee who employs crowd controllers, you need to keep a security register.
  • If you operate in the Brisbane City Council (BCC) area, or your licence condition requires it, you need to keep an incident register.
  • If both a security register and an incident register are required, you can combine them into a single electronic security register (ESR).

Security register

Use this register if you employ crowd controllers.

You must record details of the crowd controllers you employ and all incidents involving crowd controllers and patrons.

Crowd controller information

Include these details about each crowd controller for every shift:

  • name
  • licence number
  • firm name and address (if they're employed by a security firm)
  • on-site ID number
  • shift start date and time
  • shift finish date and time
  • signature of crowd controller before and after the shift
  • if they're on a restricted licence, the name of the fully licensed crowd controller supervising them.

Incident information

You must immediately record the following information about incidents where anyone is injured or removed from the venue:

  • date and time of incident
  • location of the incident
  • descriptions of all people involved and their names (if known)
  • details of the incident and any injuries
  • staff actions after incident.

Security register requirements

If you choose not to combine your security and incident registers into one electronic security register, the security register must:

  • have sequentially numbered pages
  • be written in ink and easily legible
  • be securely bound at the spine.

If you choose to keep an electronic security register, you only need to print and bind the register when requested by the Office of Fair Trading (OFT), the Office of Liquor and Gaming Regulation (OLGR), or a police officer.

It must be kept in a secure place and can only be accessed by:

  • the licensee or approved manager
  • the crowd controller
  • staff involved in an incident that's recorded in the register
  • OFT officers
  • OLGR investigators
  • police officers.

Incident register

Use this register if you operate in the BCC area or a condition of your licence requires you to.

You must immediately record the following information about incidents where anyone is injured or removed from the venue:

  • date and time of incident
  • location of the incident
  • descriptions of all people involved and their names (if known)
  • details of the incident and any injuries
  • staff actions after incident
  • signatures of any staff or crowd controllers involved in the incident.

Incident register requirements

This register must be kept in a secure place and can only be accessed by:

  • the licensee or approved manager
  • the crowd controller
  • staff involved in an incident that's recorded in the register
  • OLGR investigators
  • police officers.

Electronic security register (ESR)

Use this register to combine both registers into 1 electronic register.

Your ESR must meet all the requirements of both the security and incident registers.

You must record details of the crowd controllers employed by your venue and information about incidents where anyone is injured or removed from the venue.

Include these details about each crowd controller for every shift:

  • name
  • licence number
  • firm name and address (if they're employed by a security firm)
  • on-site ID number
  • shift start date and time
  • shift finish date and time
  • signature of crowd controller before and after the shift

ESR requirements

Your ESR must be secure so information can't be altered or deleted.

It can only be accessed by:

  • the licensee or approved manager
  • a crowd controller
  • staff involved in an incident that's recorded in the register
  • OFT officers
  • OLGR investigators
  • police officers.

You must print and bind it for inspection when requested by OFT, OLGR or a police officer.
