Because is a 'concurrence ERA' and constitutes a 'material change of use' under the Planning Act 2016, in addition to an environmental authority, a development permit is required. Your application for the development permit will also be the application for the environmental authority. To make your application, please refer to the Integrated Development Assessment System (IDAS) forms and checklists.
Your application for the development permit must be made to the assessment manager (e.g. your local government). Because administration of this ERA is devolved to local government, your local government will also be the concurrence agency for your environmental authority application. Your local government will assess the ERA component of your application. If the decision is to grant an environmental authority, this will be a separate document to your development permit.
Please note that if you (the applicant) are a local government or state department, the concurrence agency will be the Department of the Environment, Tourism, Science and Innovation. Your application fee will be $551 and your ongoing annual fees (payable 20 business days after your environmental authority takes effect) will be .
Because administration of is devolved to local governments under the Environmental Protection Act 1994 and because a mobile and temporary activity does not trigger a development permit, you must make your application for your environmental authority directly to the local government where your operation will be sited.
