Toowoomba to Warwick pipeline

The Toowoomba to Warwick pipeline project is an initiative of the Queensland Government, delivered by Seqwater to provide sustainable water security to the region.

This project will be delivered in 2 stages. Stage 1 will deliver a permanent water supply to the 4 Toowoomba communities of Nobby, Cambooya, Greenmount and Clifton. Stage 2 would provide additional drought contingency supply to Southern Downs Regional Council when required.

Seqwater will deliver Stage 1 of the project, Toowoomba to Greenmount, which is currently set to start construction in mid-2026.

The Stage 1 pipeline will transfer raw water from just upstream of Mount Kynoch water treatment plant from the future Highfields Reservoir to Greenmount water treatment plant. The water will be sourced from Wivenhoe Dam via the existing Wivenhoe to Cressbrook pipeline and other water infrastructure owned by Toowoomba Regional Council.

Ultimately, the project (Stage 2) will provide drought contingency for Southern Downs communities in times of severe drought and will remain shovel ready to be delivered when it is required.

Benefits

  • A permanent water supply to the 4 Toowoomba Regional Council communities of Cambooya, Greenmount, Nobby and Clifton.
  • When required, drought contingency supply to the Southern Downs Regional Council towns of Warwick, Allora and Yangan, and water to be further carted to Stanthorpe and Killarney, in times of severe drought.

Location

The Stage 1 pipeline will span from Highfields Reservoir to the Greenmount water treatment plant with 2 supply points at Westbrook and Greenmount. The pipeline will run underground along existing road reserves and easements for most of its route.

Status

The project is in the pre-construction stage, with the pipeline design being finalised.

The pre-construction phase typically consists of a series of activities that occur before physical construction work begins. Seqwater is preparing design, environmental impacts, costs, timelines and approvals documentation.

Timeline

  • Project started in 2022
  • Infrastructure Proposal Assessment report completed in 2022
  • Commence Stage 1 construction in 2026
  • Complete Stage 1 and commission in 2028
