Safety and health levy and census

The levy funds the safety and health services provided by the Queensland Government to the mining, quarrying, explosives and fireworks industries. The levy is reviewed annually and is based on the number of workers in the industry and the budgeted cost of services. The number of workers is calculated from the census forms provided by industry.

The levy for 2018-19 has increased by 3.5%, in line with the government indexation rate for fees and charges. The levy and census requirements apply to all operations regulated by the Coal Mining Safety and Health Act 1999, the Mining and Quarrying Safety and Health Act 1999 and the Explosives Act 1999. Fees and reporting requirements vary according to the number of workers or contractors at the operation (see the tables below for details).

When to report for the levy

Mining and quarrying operations

Mines and quarries are required to report for the safety and health levy once they commence operations. If you hold a granted resource authority but have not yet started operations on site, there is no requirement for you to report via a census form.

After you start operations and notify the Mines Inspectorate that you have appointed an operator, a mine profile for your operation will be created. A mine ID and levy ID will then be assigned to the operation.

Explosives and fireworks industries

All explosives and fireworks license holders that are regulated by the Explosives Act 1999 are required to complete the safety and health levy census form.

Paying the levy

You must pay the levy invoice by 31 October or 30 days after the invoice is sent, whichever is the later. You can pay by cheque, BPAY or electronic funds transfer. Details of how to pay are on the invoice.

Submitting your census form

Submit your census form online using the appropriate link in the tables below. Quarterly census forms are due within 20 days of the end of the quarter. Annual census forms are due by 20 July. A late fee applies to submissions received after the due date.
