Prohibited matter, restricted matter and locust surveillance program

A surveillance program for prohibited matter, restricted matter and locusts (the program) has been authorised under the Biosecurity Act 2014 (the Act).

Biosecurity matter

The program relates to:

  • prohibited and restricted matter listed under the Biosecurity Regulation 2016, including
    • Prohibited matter in Schedule 1
      • Part 3 — Invasive plants
      • Part 4 — Invasive animals
      • Part 5 — Marine animals and plants
      • Part 6 — Noxious fish
      • Part 8 — Invasive ants
    • Restricted matter in Schedule 1A
      • Part 1 — Noxious fish, marine animals and plants, and invasive ants — excluding electric ant (Wasmannia auropunctata) and red imported fire ant (Solenopsis invicta)
      • Part 2 — Invasive plants, invasive animals and invasive ants
  • specified locust species, namely
    • Australian plague locust (Chortoicetes terminifera)
    • migratory locust (Locusta migratoria)
    • spur-throated locust (Austracris guttulosa).

Purpose and scope

The purpose of the program is to allow entry by authorised officers of the Department of Primary Industries to places in Queensland to undertake activities to:

  • monitor compliance with the Act in relation to the program biosecurity matter
  • confirm the presence or extent of the program biosecurity matter in Queensland
  • confirm the absence of the program biosecurity matter in Queensland
  • monitor the effects of measures taken in response to a biosecurity risk
  • monitor compliance with requirements about the program biosecurity matter
  • monitor levels of the program biosecurity matter, including its presence in carriers.

Commencement and duration

The program starts on 7 October 2026 and continues until 6 October 2031.
