The regulator under the Electricity Act 1994 (the Director-General of the Department of Employment, Economic Development and Innovation) is the regulator for the Queensland Gas Scheme. The department assists the regulator in the regulation and administration of the scheme. Specifically, the regulator's role includes:
- accreditation of eligible power stations
- validation of Gas Electricity Certificates (GECs) created by accredited generators
- registration of scheme participants
- managing compliance by liable parties, accredited generators and other scheme participants
- monitoring of market operations
- deciding and reporting Queensland Usage Factors and loss factors
- general monitoring and administration.
The administration of the scheme is underpinned by a web-based GEC Registry which allows the scheme participants to undertake online creation, transfer and surrender of GECs. The registry also assists the regulator in monitoring compliance by the scheme participants.

How to apply
If you wish to be part of the scheme, you can apply to become an accredited generator or a scheme participant by completing the appropriate application form and submitting it to the regulator with the prescribed application fee.
All applications will be accepted and assessed in accordance with the requirements of Chapter 5A of the Electricity Act 1994.
